Ireland’s Tobacco Law: Raising the Bar to 21

Ireland has taken another bold step in its fight against smoking by passing the 2024 Public Health (Tobacco) (Amendment) Bill, which raises the legal age for purchasing tobacco products to 21. The legislation, approved by the Irish Senate on November 7, is now awaiting the president's signature and is set to come into effect on February 1, 2028. This move positions Ireland as the first EU country to increase the tobacco purchasing age to 21, reinforcing its leadership in global anti-smoking initiatives.

A Gradual Transition for Young Smokers

The new law includes a grace period to ensure a smooth transition. Individuals aged 18 to 21 currently eligible to purchase tobacco will not be affected until the law comes into effect. However, once implemented, strict penalties will apply to vendors selling tobacco to anyone under 21, including fines of up to €4,000 or six months of imprisonment for first-time offenders.

Health Minister Stephen Donnelly emphasized that this measure aims to accelerate the decline in adult smoking rates, currently at 18%, while striving to eradicate youth smoking entirely. "Ireland has consistently been at the forefront of global tobacco control efforts, and this legislation is another step in safeguarding the health of our population," he said.

Smoking remains one of the leading causes of preventable diseases and death, contributing to conditions like cancer, heart disease, and respiratory illnesses. According to Chief Medical Officer Mary Hogan, reducing smoking rates is essential to alleviating the burden on healthcare systems. Additional steps, including restrictions on vending machine sales of nicotine products, reinforce Ireland’s commitment to reducing tobacco-related harm.
