Before approving an OEM production run, buyers should confirm that the retail pack, product data and supply route work together. The UK’s duty stamp rules show why vape packaging requirements belong in the production brief.
The Vaping Products Duty and duty stamp scheme took effect on October 1, 2026, with duty charged at £2.20 per 10ml of vaping liquid.
Identify the exact product and destination. The UK duty covers relevant vaping liquids, including nicotine-free liquids; empty hardware itself falls outside that volume-based charge. Check market-specific vape requirements before reusing the same packaging design in another market.
Eligible unstamped stock produced in or imported into the UK before October 1, 2026 can be sold until March 31, 2027. This stock transition does not give newly imported shipments a general exemption.
For goods covered by the UK Vaping Products Duty, stamps generally must be affixed at or before the excise duty point. The duty point determines when duty becomes chargeable, rather than simply when payment is made. For goods held under duty suspension, stamping must be completed before release for consumption.
An overseas manufacturer applying stamps abroad must appoint an appropriately approved UK representative. Alternatively, the importer must establish an approved UK stamping route before goods leave customs control or duty suspension. HMRC’s preparation guidance explains these arrangements.
Physical transitional stamps can be purchased until November 30, 2026 and affixed until December 31, 2026. From January 1, 2027, only digital stamps may be applied; lawfully attached transitional stamps do not need replacing.

Under current UK vape packaging requirements, the duty stamp measures 18mm by 42mm and belongs on the outermost retail packaging. It must be attached so the pack cannot be opened without damaging the packaging or stamp.
A rectangle reserved on the artwork does not establish that the closure works. Review the dieline and opening points, then request a sample using the intended materials and finish. Check adhesion, opening behaviour and reliable scanning where digital stamps are used. These are recommended verification steps; HMRC’s stamp guidance sets out the official requirements.
Check mandatory product information separately. A tax stamp does not replace applicable warnings, child-resistance or tamper-evidence requirements under the MHRA’s product rules.
The stamp system requires product data, including brand, liquid volume in ml and nicotine concentration in mg/ml, alongside applicable identifiers such as ECID or GBID for products containing nicotine. Agree who verifies that these describe the version being manufactured. Keep the SKU barcode and the duty stamp’s unique code distinct: one identifies the product reference, while the other identifies the individual stamp.
Volume discrepancies have a specific consequence. Under regulation 8, where packaging, invoices, delivery documents or actual measurements show different volumes, the greatest generally applies unless HMRC allows otherwise.
Digital stamps require activation and scanning at defined supply-chain points. Assign those tasks and data handovers to the responsible operators for the chosen route. Physical transitional stamps are not scanned.

Use a documented release checklist:
HMRC’s record-keeping guidance requires relevant records and supporting evidence to remain complete, legible and retrievable for at least six years. If materials, closures or product details change, review the affected checks before releasing the revised version. Record which file revision and sample each approval covers, so a later change can be traced to its decision.
OEM vape packaging should be approved against the version that will actually be produced. The UK provides a concrete case; other destinations need their own verification. To discuss your target-market requirements with SP2S, share the destination, supply route, product version and existing artwork.
